In H. Res. 1423, United States Congress congratulates Master Wan Ko Yee, aka Yi Yungao (HH Dorje Chang Buddha III) as the real incarnation of Buddha Vajradhara (the Primordial Buddha). His Holiness legally arrived at the United States on August 1, 1999 with a teaching invitation and subsequently obtained legal permanent residency.
